Place Your Products on the European Market with Confidence
Many products sold in the European Economic Area must carry the CE marking before they can be placed on the market. For Indian manufacturers and exporters, working out which rules apply, what evidence is needed, and who is responsible can be confusing, and mistakes can lead to shipment delays, product withdrawal, or penalties.
ConsultHive provides CE marking consulting support to help manufacturers identify the applicable EU legislation, plan conformity assessment, prepare technical documentation, and issue the EU Declaration of Conformity.
Our approach focuses on product classification, applicable directives and regulations, harmonised standards, risk assessment, testing coordination, technical file preparation, labelling and instructions, and economic operator requirements such as the authorised representative.
Whether you are exporting a product to Europe for the first time, adding a new product to your range, or responding to a customer or importer request, we help establish a structured and practical path.

What Is CE Marking?
CE marking is a conformity marking that a manufacturer affixes to a product to declare that it meets the requirements of the EU harmonisation legislation that applies to it. It is required only for product groups covered by such legislation, and it is not a general mark for all products sold in Europe.
CE marking is not a quality mark and is not, in general, a certificate issued by a central European authority. In most cases the manufacturer carries out or arranges the conformity assessment, prepares technical documentation, issues the declaration of conformity, and affixes the mark on its own responsibility.
For some products and risk levels, the legislation requires the involvement of a notified body, which is a third-party organization designated by an EU member state to carry out specified conformity assessment tasks. A testing laboratory or certification body is not automatically a notified body.
A product may fall under more than one piece of legislation, and then all applicable requirements must be met before the CE marking is affixed.
ConsultHive provides consulting support. The manufacturer remains responsible for the accuracy of the declaration and the conformity of the product, and notified bodies make their own decisions.
Our CE Marking Services
1. Product Scope and Applicable Legislation Review
Review the product, its intended use, components, and features to identify which EU directives and regulations apply and which essential requirements must be met.
We also identify whether the product falls under several pieces of legislation at the same time.
2. Conformity Assessment Route Selection
Determine the conformity assessment procedure prescribed by the applicable legislation, such as internal production control, or procedures that require a notified body, and explain the effort and timeline of each route.
3. Harmonised Standards and Gap Assessment
Identify the harmonised standards and other technical specifications that can be used to show conformity, and assess your product, design documents, and test evidence against them.
The assessment results in a gap report and a prioritized action plan.
4. Risk Assessment Support
Support the identification of hazards across the product life cycle, including reasonably foreseeable misuse, and the selection of design measures and safeguards to address them.
5. Testing Coordination
Plan the tests needed for safety, electromagnetic compatibility, radio, or other requirements, and coordinate with competent laboratories.
Tests carried out in India can be used where the results suit the chosen assessment route.
6. Technical File Preparation
Prepare the technical documentation required by the legislation, including product description, design and manufacturing information, risk assessment, standards applied, test reports, and instructions.
The technical file must be kept for the period specified in the legislation and made available to authorities on request.
7. Labelling, Marking and User Information
Review the product label, rating plate, CE marking placement, traceability information, warnings, and the instructions and safety information supplied with the product, including language requirements.
8. EU Declaration of Conformity
Prepare the EU Declaration of Conformity with the content required by the legislation, and advise on its signature and on keeping it up to date.
9. Economic Operator and Authorised Representative Guidance
Advise on the roles of manufacturer, authorised representative, importer, and distributor under the applicable legislation, and on how they affect labelling and documentation.
Where a legislation requires an EU authorised representative, we can help you evaluate your options.
10. Notified Body Liaison
Where a notified body is needed, help you prepare for the application and assessment, and respond to queries and findings.
11. Training and Ongoing Compliance
Provide training on CE marking responsibilities and help set up a process to review changes in legislation, standards, product design, and suppliers.
Key Benefits of CE Marking
Meeting CE marking requirements properly allows your products to move freely in the European market and protects your business.
• Access the European Market: Place products on the market in the EU and EEA where CE marking is required.
• Meet Customer and Importer Requirements: Provide the declaration and documents that European buyers expect.
• Reduce Shipment and Customs Risk: Avoid delays and rejection caused by missing or incorrect documentation.
• Improve Product Safety: Identify hazards and address them in design and instructions.
• Control Cost and Time: Choose the correct assessment route and plan testing efficiently.
• Protect Your Reputation: Reduce the risk of non-compliance findings, recalls, and penalties.
• Prepare for Other Markets: Reuse test evidence and documentation for other markets and certifications.
Common Product Categories and Legislation
CE marking applies to many product groups. The legislation that applies depends on the product and its intended use.
| Product Group | Typical EU Legislation |
| Machinery | Machinery legislation, including safety and health requirements for machines |
| Electrical equipment | Low Voltage Directive for electrical safety |
| Electronic and electrical products | Electromagnetic Compatibility Directive, and RoHS restrictions on hazardous substances |
| Radio and wireless equipment | Radio Equipment Directive |

What Is Included in a CE Marking Engagement?
Depending on the agreed scope, deliverables may include:
• Applicable legislation and conformity assessment route report.
• Gap assessment report against the applicable requirements and standards.
• Risk assessment documentation.
• Test plan and coordination with laboratories.
• Technical file structure and document set.
• Draft EU Declaration of Conformity.
• Labelling, marking, and user information review.
• Economic operator and authorised representative guidance.
• Support for notified body application and assessment, where required.
• Training for your team and a compliance maintenance plan.
The declaration of conformity is issued by the manufacturer, and any notified body certificates are issued by that body after its assessment.
Regulatory Framework and Standards
CE marking is based on a common framework of EU product legislation and technical standards.
| Element | Application |
| EU harmonisation legislation | Directives and regulations that set essential requirements for specific product groups |
| Harmonised European standards | Technical standards that give a presumption of conformity when applied and cited in the Official Journal |
| Conformity assessment modules | Procedures set out in the legislation, from internal production control to full quality assurance with notified body involvement |
| EU Market Surveillance Regulation | Rules on market surveillance and obligations of economic operators, including for products sold online |
| Notified bodies | Third-party bodies designated under specific legislation to carry out defined tasks |
Legislation, standards, and application dates change, so they should be confirmed for your product before planning.
CE Marking Requirements for Indian Manufacturers
Indian manufacturers can obtain CE marking for products intended for the EU and EEA market. Compliance with Indian standards or regulations does not by itself establish compliance with EU requirements, although Indian and international standards can serve as useful technical evidence.
Tests performed in India can support the conformity assessment if they are suited to the chosen procedure. Notified bodies must be designated under the specific legislation, and they may be located inside or outside the EU.
Many pieces of legislation require economic operators to be established in the EU, such as an authorised representative or importer. These arrangements should be settled before you ship.
CE marking is a legal requirement for covered products in the EU and EEA, and enforcement is carried out by national market surveillance authorities.

Frequently Asked Questions About CE Marking
1. What is CE marking?
CE marking is a marking by which a manufacturer declares that a product meets the EU requirements that apply to it. It is required for product groups covered by EU harmonisation legislation.
2. Is CE marking mandatory for all products sold in Europe?
No. It is mandatory only for product groups covered by legislation that requires it. Products outside such legislation must not carry the CE marking.
3. Who issues the CE marking?
In most cases the manufacturer affixes the marking after carrying out the required conformity assessment and issuing the EU Declaration of Conformity. For some products, a notified body must be involved.
4. What is a notified body?
A notified body is an organization designated by an EU member state to perform specified conformity assessment tasks under particular legislation. Whether one is needed depends on the product and the assessment route.
5. What is a technical file?
It is the documentation that shows how the product meets the requirements, typically including description, design information, risk assessment, standards applied, test reports, and instructions. It must be kept for the period given in the legislation.
6. Do we need an EU authorised representative?
It depends on the legislation. Some rules require or allow a representative for non-EU manufacturers, while others place duties on importers. This should be confirmed before shipping.
7. Can testing be done in India?
Yes, where the results are suitable for the chosen conformity assessment procedure. Please confirm the approach before testing to avoid repeat work.
8. How long does CE marking take?
The time depends on the product, the legislation, whether testing or a notified body is needed, and the state of your documentation. Simple products with a self-declaration route can move faster than regulated products that need a notified body.
9. Does ConsultHive issue the CE marking or certificate?
No. The manufacturer issues the declaration and affixes the marking, and notified bodies issue their own certificates. ConsultHive provides consulting and documentation support.
10. How much does CE marking consulting cost in India?
The cost depends on the product, applicable legislation, testing needs, notified body involvement, and the state of your documentation. Laboratory and notified body fees are separate.
